Public Involvement

Michigan State University (MSU) and the U.S. Department of Energy (DOE) encourage public participation throughout the National Environmental Policy Act (NEPA) process in developing the Facility for Rare Isotope Beams Environmental Assessment (FRIB EA).

The NEPA process started with publication of a Notice of Intent (NOI) to prepare an environmental assessment (EA) in the Federal Register on October 27, 2009, by DOE. The EA will present the purpose and need for the FRIB and analyze the potential environmental and human health impacts of constructing and operating it on the MSU campus. DOE is soliciting public input on the scope and content of the FRIB EA and held the following public meeting:

Wednesday, November 11, 2009
Educational Open House 4:00 p.m. – 6:00 p.m. Hosted by MSU
National Superconducting Cyclotron Laboratory (NSCL)
Scoping Meeting 6:30 p.m. – 10:00 p.m. Hosted by DOE
Biomedical and Physical Sciences Building

During the educational open house and prior to the scoping meeting, attendees viewed exhibits, reviewed project materials, and spoke with subject matter experts. Attendees also had the opportunity to tour the NSCL. If you missed the public meeting you can view the posters (8 MB PDF) and fact sheets (4.4 MB PDF).

You Are Vital to the Process

We are committed to open communication and providing the public with access to pertinent information and opportunities for involvement throughout the NEPA process. Accordingly, we encourage your participation because it helps shape the scope and issues that will be addressed in the FRIB EA.

The scoping period ended on December 11, 2009. The scoping report (10 MB PDF) details the process and summarizes the comments received during the 45-day scoping period. These comments are being used in developing the FRIB EA, which should be available in spring 2010. At that time another comment period on the pre-decisional draft FRIB EA and associated public meeting will take place.
